Update from August 30:
We didn't have to wait long for Ion Hazzikosta's words to be followed by action. With a hotfix, the Blizzard developers have increased the Anima cap from 35,000 to 200,000. In a forum post, Community Manager Kaivax also announced that with patch 9.1.5, there will be a way to transfer anima from a character that has fully upgraded the Pact Sanctum to Twinks or other pacts on the same character.
Original post from August 29:
Patch 9.1.5 aims to make WoW: Shadowlands more Twink-friendly and convenient. We'll be able to switch pacts more easily, the introduction in the Maw can be skipped, island expeditions can be tackled solo, allied races will be easier to unlock, there will be additional travel points in the Maw, and so on.
But there are still areas where the current expansion could be more Twink-friendly, such as Reservoir
Anima. Since the introduction of Korthia, you certainly can't complain that there are too few anima sources. On the contrary, players now complain that they are constantly faced with the maximum possible anima and have to run over and over again to the newly introduced exchange specialist Ko'tul in order not to waste any anima. The suggestion for improvement from the community: remove the maximum cap on anima, dear developers, and/or give us a way to transfer anima to our twinks. And what does Blizzard think? Well, game director Ion Hazzikostas wrote in a tweet:
"These are both things we're looking at very closely - more info coming soon! A lot of the upcoming changes are a direct response to feedback from players who would love to play their Twinks, but let it go at the prospect of having to redo certain content and systems."

Official announcements only come through official channels. He just wanted to let players know that their feedback has been noticed and that the developers agree that this issue needs a fix.
