Why is there no change to the raidloot in Shadowlands yet?

Raid loot tables, according to the report, finds that developers want to tweak it in the middle of an ongoing raid tier. Valor points, in Blizzard's view, are thus not possible as they are for dungeons. So while the improvements for dungeons are supposed to take effect "as soon as possible"

, there are still internal discussions for the time being about how to handle sources for equipment from world quests and raids in the future.

So dungeon fans can look forward to the release of patch 9.0.5 in March, while raiders will have to hold out and wait for the next big patch to get a (possible) improvement in the raid loot situation.

Get equipment via PvP - great according to Blizzard

In an interview with PCGamer, Ion Hazzikostas had already stressed that internally they are already very satisfied with the equipment acquisition via PvP content. "But we can do more to make the experience of dungeon visits and raids more satisfying when you don't get exactly the item you were hoping for,"

Hazzikostas had explained in January. The solution for dungeons may have been found with Valor Points.
