Alliance guilds have nowhere near the player pool that the Horde has. You can see this not only in the high-end area, but also when you search for random raids in the group search tool.
Cross-faction play won't solve the problem
With patch 9.2.5 of WoW: Shadowlands, players will be able to play instance-based content with players from the opposing faction. Game Director Ion Hazzikostas has already let it slip in interviews about cross-faction play
, however, that the Hall of Fame will not be filled with mixed groups. But in this day and age, things can still change if the feedback from the players is communicated properly.Anyway, it's questionable whether cross-faction play will be possible in mythic raid mode right away. It was on the test server for patch 9.2.5, but that might have been just for testing purposes.
Time to do away with the Hall of Fame?
The Hall of Fame will not fill up at this rate before Dragonflight's release, and Alliance guilds are likely to run out of motivation at some point. This then means that no cross-server raiding will be possible in the Mausoleum's mythic mode. Either the dungeon master and the rest of the raid will have to be toned down again, or they'll just say goodbye to the Hall of Fame feature completely.
The concept just doesn't work anymore with the current state of WoW: Shadowlands. In the future, we can hope that cross-faction play will lead to the formation of more alliance guilds, which will potentially fill the Hall of Fame.
