After a long wait, the question of customizable transmogrifiable shoulder pieces came up again at BlizzCon 2021. In The Lost Codex's interview with Morgan Day and Steve Danuser, the developers confirmed that they have not scrapped the idea of individually customizable shoulder pieces in the transmogrifier, but are still working on it.
When asked, Morgan Day responded as follows:

I am going to follow up on this one. This was something that we were really aiming to get it done by Shadowlands launch.
But that one in particular, we knew there would be a lot of history to draw from with our transmog sets, there were some really asymmetrical shoulder pieces that were crafted with, you know, never thinking towards that people have "this left shoulder" and "this right shoulder". So sometimes that would cause bad clipping or some other issues.
That's definitely something that we've heard the feedback, we know people want that, and I think that it's a really cool feature that fans are excited about, and its something we're still making progress towards. "
Originally, this transmog option was planned for the release of Shadowlands. However, some unusual shoulder pieces caused difficulties for the developers because some models overlapped each other and caused clipping errors. The graphics team is currently trying to solve these and various other problems so that transmog fans can fulfill their dream of the perfect outfit in World of Warcraft (buy now 14,99 € )
